What was the contract of integral service DIMESA-IHSS all about?

In 2011, Dimesa signed a contract for comprehensive services with Instituto Hondureño de Seguridad Social (IHSS), through a competitive international bidding process for the acquisition, repair, maintenance, financing, technical support, and warranty service of 908 medical equipment for various areas of care within the IHSS.

These are some services provided by the contract:

  • Repair and set up 350 pieces of equipment owned by IHSS. By 2011, only 40% of them were in fully working;
  • Supply and install 558 new-tech equipment and 190 radiation protection accessories;
  • Provide maintenance, preventive and corrective, with an unlimited supply of spare parts for all the 908 pieces of equipment that make up the contract.
  • Personnel training.
  • Send patients to other hospitals and private clinics in case of equipment failure, free of charge to the institution or the patient;
  • Finance the purchase of equipment and the development of the project;
  • Cover all related administrative costs;
  • Insurance coverage;
  • Provide back-up equipment in order to guarantee immediate attention to patients.

This contract is a comprehensive agreement that includes, not only the purchase-sale of equipment, but also a great amount of services. The following video explains the nature and scope of the contract:

COMPETITIVE INTERNATIONAL BIDDING

DIMESA bided during the Competitive International Bidding process No. 005-2010 of the IHSS Biomedical Project along with 17 other local and foreign companies. The biding was open to the general public or for any Honduran or global company since the terms were published in the most popular newspapers in the country as well as on the State Procurement Office’s (ONCAE) website.

Following the procedure, which included legal analysis, technical and economic bids, Dimesa won the contract for a comprehensive service with the IHSS, which was approved on July 5, 2011 by the National Congress and officially published in the country’s Official Gazette No. 32562.

The comprehensive service contract included:

  • Immediate repair of 350 old equipment owned by IHSS, purchased in 2004, which 60% was out of service and 40% were operating in poor conditions. Additionally, monthly maintenance, preventive and corrective, supply of parts, spares and accessories in an unlimited fashion.
  • Acquisition of 558 new high-end tech equipment; service includes: installation, monthly preventive maintenance, corrective maintenance, supply of unlimited parts, spares and accessories. It also includes 190 radiation protection accessories.
  • The service contract includes repair coverage for all 908 equipment parts as many times as necessary, regardless the number of times it may occur; in case no repairs could be done due to technical reasons then it could be replaced without additional costs to the IHSS.
  • DIMESA provides support equipment at no additional cost to IHSS and was obliged to send patients to hospitals and/or private clinics if the service was not provided due to equipment failure, at no cost to the institution or the patient.
  • DIMESA absorbed all the additional expenditures in case they aroused such as: civil works, electrical, electromechanical and others, such as air conditioning, electrical safety, transformations and adaptations of physical space and surveillance cameras, and magnetic screen doors among others.
  • Medical and technical staff were trained locally and abroad.
  • In addition to all this, DIMESA was responsible for the total funding of the seven year project on the basis of receiving 84 monthly installments without any advance.

This contract included the FINANCING, TECHNICAL SUPPORT, AND GUARANTEEING SERVICE FOR ALL THE MEDICAL EQUIPMENT, under a unique full service and integral modality.
